The Bombay High Court on Monday permitted a 28-year-old woman to medically terminate her pregnancy, as her 25-week-old foetus has neurological and skeletal abnormalities, making the baby’s survival doubtful, and possibly harmful to the mother.A Division Bench comprising Justices Shantanu Kemkar and G.S. Kulkarni was hearing a plea filed by the Jogeshwari resident, who moved the court on November 2 seeking permission to terminate her pregnancy of 25 weeks and six days. This is beyond the 20 weeks permitted by the Medical Termination of Pregnancy (MTP) Act.Her plea, filed by advocate Meenaz Kakallia, claimed she has suffered immense mental and physical anguish due to the 20-week restriction under section 3 of the Act, when pregnancies may be terminated by medical practitioners. It also said that it is safe to abort a foetus in the 26th week, or later. On November 3, the HC directed a committee of experts from JJ Hospital to submit their opinion in the case. After conducting tests, the report was submitted on Monday to the Bench. It said, “There are multiple serious neurological and skeletal abnormalities in the foetus. There are high chances of meningitis, mental retardation, paralysis of lower limbs and loss of urine and bowel control. The condition of the foetus fulfils the criteria of ‘substantial risk of serious physical handicap’ in the foetus.”(With PTI inputs)
Thanks to a decade of programs geared toward giving people access to the necessary technology, by 2013 some 85% of Americans were surfing the World Wide Web. But how effectively are they using it?A new survey suggests that the digital divide has been replaced by a gap in digital readiness. It found that nearly 30% of Americans either aren’t digitally literate or don’t trust the Internet. That subgroup tended to be less educated, poorer, and older than the average American.In contrast, says Eszter Hargittai, a sociologist at Northwestern University in Evanston, Illinois, who was not involved in the study, those with essential Web skills “tend to be the more privileged. Funded by the Joyce Foundation, the study of 1600 adults measured their grasp of terms like “cookie” and “Wi-Fi.” It asked them to rate how confident they were about using a desktop or laptop or a smart phone to find information, as well as how comfortable they felt about using a computer. Of those who scored low in these areas, about half were not Internet users.Horrigan believes that policymakers have ignored the problem of digital readiness while concentrating on providing people with access to the Internet and the necessary hardware. Relatively little attention has been paid to teaching people the necessary skills to take advantage of online classes and job searches, he maintains.The researchers recommend that the technology industry needs to understand that not all users possess the same digital skill levels and that they need to make accommodations for those with less knowledge. Hargittai cites the RSS feed, which alerts its user to updates from his favorite blogs or websites, as an example of a tool that failed to address digital readiness. “There were a few years when every website had this bright orange button, ‘RSS!’ ” Hargittai says. “Web developers knew what it was, but consistently study after study showed that the average user has absolutely no clue what RSS is.”Libraries can act as hubs for online learning within a community, Horrigan says. Having young, Internet-savvy people who are willing to share their skills is another option for reducing the size of the digitally unready population.The lack of digital skills is a perennial problem, say researchers who have studied digital inequality over the years. In addition to those with few skills, someone who can function adequately today may fall behind as the technology continues to evolve. Grant Blank, a sociologist with the Oxford Internet Institute in the United Kingdom, believes that the community benefits just as much from good training programs as do the individuals themselves. “They’re more productive as citizens,” Blank says. “They’re able to participate better in social and political issues if they have effective online skills.”

A Fort Dodge police officer is recovering after being found unresponsive in his squad car after handling a suspected opioid and had to be revived.The Fort Dodge Police Department has released police body camera video of the officer being pulled from the squad car, placed on a gurney and loaded into the back of an ambulance.Police have not released the officer’s name.The incident happened Sunday afternoon when the officer made a traffic stop.The officer handled an unknown substance before arresting the driver.Police say that on the way to jail, the officer began feeling dizzy and called for help.First responders gave the officer two doses of Narcan, an opioid-overdose antidote.He was given more doses at a hospital, where he was kept until Monday.Police believe the substance the officer handled was a form of fentanyl, a powerful opioid that is fueling a national epidemic of fatal overdoses.File photo

Nokia, a big supplier of telecom networks, fell 4 per cent, while its Swedish rival Ericsson lost 3.5 per cent.The only stocks that rose were utilities and other safe-play companies.The S&P 500 fell 36 points, or 1.3 per cent, to 2,654.The Dow Jones Industrial Average lost 421 points, or 1.7 per cent, to 24,598. The iPad offers a lot in a relatively compact package. The device can be used to watch movies, read books and magazines, listen to music and play games. That’s probably why those who travel often might carry their beloved iPad with them on the plane. That’s also why it makes perfect sense that one airline sees the iPad as an opportunity to make some additional revenue.Jetstar, a low-cost Australian airline, and also a subsidiary of Qantas, performed a trial back June in which 30 iPads were tested over a two week period on domestic flights over an hour in length. Based on the success of that trial, the airline is ready to move forward with a full deployment of the program which will allow passengers to rent an iPad for AUD$10 a flight beginning in April. The program’s scheduled launch will be dependant upon the airline finalizing license agreements with Apple. The airline hopes to use the iPads on its A320s in Australia and Asia Pacific in addition to is entire domestic and international network.AdChoices广告Airlines have already shown signs they are willing to embrace the iPad. Posted: June 27, 2018 20 charged with drug trafficking after yearlong federal investigation SAN DIEGO (KUSI) — Federal indictments unsealed in San Diego Wednesday charge 20 people with cocaine, heroin, marijuana and methamphetamine trafficking, authorities reported.The suspects — residents of Chula Vista, El Cajon, San Diego and Spring Valley — were arrested as part of a yearlong investigation involving months of federal wiretaps, numerous undercover drug and gun buys, and extensive surveillance, according to prosecutors.Many of the defendants are associates of local street gangs, and some have ties to Mexican drug cartels, officials said.Sixteen of the suspects are in federal or state custody, and authorities are continuing to search for the others. Six of the accused were arraigned before U.S. Magistrate Clinton Averitte on Tuesday.“Drugs are destroying lives and families and bringing violence to our communities, and we are more committed than ever to prosecuting these cases,” San Diego-area U.S. Attorney Adam Braverman said. “Gangs are most often the distributors of these deadly poisons, and we have a special resolve to go after them.”The case is headed by the Organized Crime Drug Enforcement Task Force, a partnership that brings together the combined expertise and unique abilities of federal, state and local law enforcement agencies.The principal mission of the collaborative program is to identify, disrupt, dismantle and prosecute high-level members of illicit drug and weapon trafficking enterprises, and money laundering organizations, according to the U.S. Attorney’s Office in San Diego. France’s largest, and the world’s second-largest retailer, by sales, has announced its plan to exit the Indian market.In a statement issued Monday, the French retailer, which has been operating five “cash and carry” wholesale stores in India since 2010, said that it would begin shutting its stores from the end of September.”Until that time, the company will continue to be fully engaged with all its employees, suppliers, partners and customers,” the company said, in the statement.Since March, Carrefour has been in talks with Indian companies and retailers over the sale of its Indian assets. The company is exiting India after it failed to reach an agreement over a joint venture with Sunil Mittal’s Bharti group, which had earlier partnered with Wal-Mart Stores, Inc. (NYSE:WMT) in India.Franck Kenner, a spokesperson at Carrefour’s India unit, declined to comment on whether it was planning to sell any of its stores to rivals, Bloomberg reported Monday.Carrefour’s exit from India is being seen as a part of CEO Georges Plassat’s three-year revival plan.In August 2012, shortly after taking over as CEO, Plassat had called for “vigilant” cost control across the business. The company has since exited underperforming markets, including Singapore, Malaysia and Greece in order to focus on key markets in Europe, China and Brazil.The company’s five stores in India reported losses of $17 million in 2012, Business Standard reported Tuesday.Although India opened up its $500 billion retail sector to foreign direct investment, or FDI, in multi-brand retail in 2012, laws requiring mandatory local sourcing and the freedom given to each state to decide on the entry of global chains have discouraged many companies from investing in the country.Wal-Mart (NYSE: WMT), the world’s largest retailer, had last year shelved its plans to open a retail store in the country. Following the Indian government’s decision to allow foreign companies to own a 51 percent stake in the multi-brand retail segment, only British supermarket operator Tesco (LON: TSCO) has announced plans to open stores in the country.
Kolkata: The West Bengal government is drawing up several schemes for the promotion of solar power and other sources of renewable energy, Chief Minister Mamata Banerjee today said. On the National Renewable Energy Day, Banerjee made a reference to ‘Aloshree’, a scheme taken up by her government to fit solar panels in all government offices and educational institutions. “Today is #NationalRenewableEnergyDay. Our State Govt is drawing up major schemes for the promotion of solar power & other sources of renewable energy like tidal power in #Bangla,” Banerjee wrote on her Twitter handle. “One such scheme is ‘Aaloshree’ under which roofs of all government offices & schools are being fitted with solar panels. #NationalRenewableEnergyDay,” she added. The National Renewable Energy Day, also called Akshay Urja diwas and celebrated on August 20 every year, is an awareness campaign on the developments of renewable energy in the country.
