In a statement issued by his spokesman, Annan also reaffirmed his long-standing belief that such acts run counter to every effort to find a peaceful solution to the current crisis. “Violence cannot solve the decades-old Israeli-Palestinian conflict,” he said, calling on all Palestinians to pursue non-violent policies, as embodied in the international effort to end the crisis through the Quartet and its Road Map for a just and comprehensive peace. Mindful of the tragic killings that shatter lives on both sides, Annan urged the Government of Israel to act with restraint in responding to this deadly attack and to help de-escalate the current violence. He also sent his deepest sympathies and condolences to the families of the victims. The bombings on Sunday killed at least 23 people and wounded more than 100.Echoing many of those concerns, the UN High Commissioner for Human Rights, Sergio Vieira de Mello, said he had been shocked by yesterday’s terrorist attacks, which rocked a crowded neighbourhood of Tel Aviv. “The violence only fuels hatred and hardens positions; it will not lead to a resolution of the conflict,” he said in a statement today from Geneva. “Such indiscriminate attacks on civilians are illegal acts aimed at the destruction of the most basic human rights,” Mr. Vieira de Mello added, calling on the Palestinian Authority to do its utmost to investigate these “heinous crimes and ensure that those responsible are brought to justice, and to do everything within its power” to prevent the recurrence of such acts. He also urged the Israeli authorities to exercise utmost restraint and fully respect international law.
Secretary-General Kofi Annan’s Special Representative Ashraf Qazi today met with Abdel Aziz Al-Hakim, Chairman of the United Iraqi Alliance (UIA), Vice President Adel Abed Al-Mahdi and Deputy Prime Minister Roowsh Shaways to discuss the electoral law and latest developments in the constitutional process. He reiterated that the UN would provide the needed help in printing and distributing the constitutional text authorized by the National Assembly.Yesterday Mr. Qazi met with Vice President Ghazi El-Yawar as well as with a delegation of the Arab Sunni leadership led by Adnan Dulaimi, Chairman of the General Conference of the Sunni People.Over the past months, the envoy has devoted much of his time to trying to ensure the participation of all elements in the country’s political transition, particularly Sunni Arabs who largely stayed away from January’s elections.Sunni Arabs, who represent some 20 per cent of the population, were the dominant political force in Saddam Hussein’s ousted regime. Shiites represent about 60 per cent and Sunni Kurds some 20 per cent. There are also other smaller communities such as Assyrians and Turkmen.
The Vioguard anti-bacterial keyboard has received US FDA approval for use in healthcare, the start-up has announced. This means that hospitals and other such sterile environments can use the keyboards. The keyboard works by extending for use and retracting when it’s out of use. When it retracts into its housing, two germicidal 25-watt ultraviolet lights bake bacteria, viruses, and mold in seconds. The technology kills at least 99.99% of bugs like flu, MRSA, and other contagions. The fact that the Vioguard does it automatically makes it convenient for hospitals that would normally have to resort to manual cleaning. What’s more, the keyboard is brought out and put back using a hands-free mechanism triggered by sensors. Vioguard was founded by Microsoft alums in the Seattle suburbs and was previously trying to sell the device to individual customers for $900 a pop. FDA clearance, however, may help the company tap the massive demand in an enterprise environment that requires sterility. The start-up is currently looking for partners to help it bring the keyboard to market.via GeekWireBlake’s OpinionComputers are being used more and more in health care, but the growth is happening in the actual place of care. Much noise has been made about electronic health records and other data-based innovations for administrators and insurers, but computers have finally made the jump into the room where the actual work is being done. Cutting-edge doctors of all kinds, and even dentists, are using computers for digital imaging, diagnostics, and handling their own scheduling. Since the guys who get messy are finally getting their hands on computers in their places of work, sterilizing computers will become an increasingly important problem to solve. Whoever sterilizes the iPad is sure to make a fortune.
Participants in the refugee camp simulation try to build a shelter with tarps and PVC pipes at Chugach Optional School in Anchorage on June 14, 2017. (Photo by Anne Hillman, Alaska Public Media – Anchorage)Each of the world’s 21 million refugees has a unique story, but sometimes it’s hard to see past the numbers. On Wednesday, Catholic Social Services in Anchorage set up a simulation where people role played what it would be like to arrive at a refugee camp. It was to help people try to get a sense of what it’s like to flee your home with practically nothing.Listen nowWhen Annie Derthick arrived at the simulation, tents were set up randomly around an open asphalt play area. Some were labeled in English, others weren’t. At the entrance sat a pile of household items — clothes, blankets, pots and pans. Like people fleeing their homes, Derthick quickly had to decide what to take with her.“Oh my gosh what do I need, what do I need… I need shoes,” Derthick said.Derthick shoved random items into a pillow case then tried to figure out what to do next. She was pretending to be an 18-year-old who was fleeing forced army service in Eritrea, a small country in northeast Africa. She read off a sheet of paper that described her situation.“I don’t have a lot of options because crossing into Ethiopia is illegal and I’ll be persecuted,” Derthick said. “I can’t go back home because I would be deemed a deserter.”So Derthick role-plays going to a camp that’s close enough to the border that it could be hit by mortar shells. Her next stop was the registration tent where she received her food ration card.“Here’s the registration form for you,” the volunteer worker said, handing her a form written in Arabic.“Oh, I don’t read this language,” Derthick replied.“Just do the best you can,” the worker said. It’s a common problem in the camps – refugees sometimes only know local languages which aren’t used for camp communications, and foreign aid workers can’t always translate. Derthick encountered the problem again at the medical tent and the food distribution tent. Eventually she got a small bag of uncooked rice from an aid worker.“I didn’t bring anything to cook food with me,” she said, picking up the small bag of grains.“Well, that is unfortunate,” the worker said, unable to help. “So if people aren’t able to bring their own pots and pans when they flee, they have to acquire them either from aid systems…”“But I haven’t eaten in several days and all I have is dried rice?” Derthick interjected.“Yeah, that’s too bad,” the worker said with a shrug. As Derthick went through the simulation she had to give away her toothbrush to get help carrying water. Her few remaining possessions were stolen by a corrupt aid worker. And she had to find strangers who will let her live with them because the UN refugee agency wouldn’t provide tarps and tent poles to single individuals. Her new friends struggled to construct a small shelter without any instructions, and Derthick couldn’t help. In the simulation, her arm was badly infected but the volunteer doctor wouldn’t arrive for at least a month.Jessica Kovarik, the director of Refugee Assistance and Immigration Services, said people have lots of misconceptions about refugee camps but conditions vary widely. Some camps are meant to be temporary but others, like Dadaab, in northern Kenya, have housed Somali refugees for 25 years. Part of Dadaab resembles a small, permanent town.Kovarik said about 60% of refugees aren’t in camps because they’ve moved to urban areas of neighboring countries and have resettled there.“So a lot of people have in their head this misperception that the majority of refugees are in Europe or are they’re coming to countries like the United States and that’s not true,” Kovarik said. “The majority of refugees are hosted by lower economically developed countries. Countries that are already resource poor and are having challenges with the people who are there currently.”UNHCR reports that fewer than one percent of refugees are resettled by the UN in countries like the US or Canada.Derthick said she knows a lot about refugees – she’s worked with many as a behavioral health clinician – but the simulation still surprised her. She didn’t expect the different languages or people saying they wouldn’t help.“From a behavioral health perspective, its evidence of the resiliency that people have that even is such a chaotic and disheartening and discouraging environment, they can still kind of figure out how to get their basic needs met and get themselves resettled,” Derthick said. “It’s really quite impressive.”There are more than 65 million people who have been forcibly displaced worldwide.
Rakib’s mother Rita Hawlader. She alleged that she got the injury mark under her left eye in police hit. Photo: Abdus SalamA youth was shown killed in crossfire after he was tortured to death in police custody in Dhaka’s Wari early April and the victim’s mother was forced to withdraw the murder case, finds a Prothom Alo investigation. The name of the victim is Rakib Hawlader whereas the police gave his identity as Md Rakib alias Chhoto (little) Rakib. The family said he was only 15 years of age but the police claimed he was 22.Rakib’s mother Rita Hawlader, based on her own witnessing and accounts of others she talked to, alleged that her son was tortured to death in Wari police station on 5 April. His body was then taken to a nearby place called Joykali Mandir and shown killed in cross-fire.The police, however, called Rakib a snatcher and claimed that he was shot in a cross-fire during an incident of robbery at Toyenbee Circular Road of the capital.“When I went to the police station gate, I heard the people were regretting that the boy was killed and the thana (police station) was being cleaned. The dead body was shown fallen after a [made-up] cross-fire near Joykali Mandir,” said Rita Hawlader recalling her experience in the morning of 6 April.Wari police station. Photo: Abdus SalamShe added, as she received the body from Dhaka Medical College Hospital morgue, she found his right hand broken, head injured and marks of torture in other parts especially abdomen and legs.Rita named then officer-in-charge of Wari police station Rafiqul Islam, inspector (investigation) Mohammad Selim, assistant sub-inspector Jyotish Chandra Roy and police informant Mosharraf Hossain in the case when she filed it with a Dhaka court on 11 April. However, as it is alleged, pressured by the police and influential people, Rita’s family filed an appeal on 10 May to withdraw the case.“The police threatened to kill us unless we withdraw the case. Influential people also put pressure on us to do so; otherwise, we will be evicted from the area,” she told Prothom Alo on 5 July. She also said, “I told the court that my son Rakib was killed in the thana compound and I want justice and I want to continue the case.”Rakib Hawlader. Photo: CollectedBased on an investigation report submitted on 24 May, the court of Dhaka’s additional chief metropolitan magistrate Asaduzzaman Noor observed on 25 June that it appeared from the report that the plaintiff did not want to continue the case. The court also relieved the accused from the case.”If the case is withdrawn due to intimidation by the police and influential ones, the state and the judiciary should have investigated the matter,” said chairman of Children Charity Bangladesh Foundation Abdul Halim. He also pointed out that the investigation should not remain incomplete despite any application from the plaintiff to withdraw the case since there is an issue of intimidation involved.Insisting that all extrajudicial killings should be investigated and culprits be tried, human rights activist Sultana Kamal said, “If we supposed that Rakib’s mother backed out, out of fear, we’ve reasons to be worried.”Rakib’s grandfather Abdul Latif Sarkar, president of ward number 38 of Kaptan Bazar unit of ruling Awami League, alleged, “Local Awami League leaders and the police officers asked us to compromise and forced us to withdraw the case.”He explained to Prothom Alo that a mugger named Rakib was involved in the murder of Talha, nephew of AL leader Mahiuddin Mahi. “But, the police detained my innocent grandson Rakib and tortured him to death in custody. And then, he was shown killed in crossfire. He was not involved in the Talha murder either,” he added.Rakib’s mother also blamed informant of the police Mosharraf, who had borrowed certain amount from Rita’s family, for collaboration with the law enforcers to detain him.Denying the allegations of forcing Rakib’s family to withdraw the case, former officer-in-charge of Wari police station Rafiqul Islam told Prothom Alo, “We forced no one to withdraw the case.” Currently, he is the OC of Badda police station. He also claimed that they never detained any one named Rakib, “We didn’t nab anyone named Rakib.”The family said Rakib, who acted as a child artist in two movies, was caught by assistant sub-inspector of Wari police Jyotish Chandra Roy from Kaptanbazar around 10:00 o’clock in the night of 4 April 2018.Rita Hawlader said she saw her son at Wari police station the next morning. They talked to the police officer who allegedly said Rakib would be freed after quizzing.Whern Jyotish Chandra Roy declined to say anything, just saying that the higher authorities would make statement in this regard if needed. In her written complaint to the court, Rita said she heard that her son was crying in another room. She found a cloth tied around Rakib’s mouth and he was stripped of his pants. Rakib’s mother was asked to leave. The next morning, Rita wanted to offer some food to her son but the police declined to receive it, she said. The police rather hurled abusive words at her, she alleged. According to her complaints, the officer-in-charge even said there was none named Rakib at the police custody. She was then not allowed to enter the police station. On 6 April when Rita Hawlader went to the gate of the police station, she heard the rumour of her son’s death. And later at Dhaka Medical College morgue, she received the body of her son bearing marks of torture that she witnessed in police custody.Rita said the day she filed the case the police tried to abduct her from the court premises. On 19 April, a team of police led by sub-inspector Zakir Hossain came to Rita’s house and threatened the family. As they declined to sign on a piece of paper the policemen insisted on, the law enforcers engaged in scuffling with the family members, Rita received wounds in her eye.About withdrawal of the case, Rita said although Rakib was killed she had no allegation against anyone. “I seek justice to Almighty Allah.”Rita’s lawyer Moshraq Ahmed said the police personnel intimidated his client.*The article has been rewritten in English by Khawaza Main Uddin and Imam Hossain
Dr. Spencer Johnson, CEO and founder of RIFE and CEO and executive producer of Skyrocket Productions LLC.Five years ago Skyrocket Productions LLC began its annual, Reel Independent Film Extravaganza (RIFE), a weeklong film festival “created by filmmakers for filmmakers.” This year RIFE, scheduled for Oct. 10 – 16 at West End Cinema are various locations around the District, will include on Oct. 12 the first IndeCapitol Awards.RIFE is collaborating with IndeCapitol, an entertainment hub that provides news and updates on D.C. area independent films, to host the awards ceremony. The event, to be held at the Angelika Film Center in Fairfax, Va., will recognize filmmakers from Virginia, Maryland, and D.C. in 18 categories judged by the Washington D.C. Area Film Critics Association. RIFE will also present its own categories of awards during this event.“For the first time, we will have what equates to a local Oscars event for independent filmmakers, where they can be recognized by their peers, families and fans in an official way,” said Dr. Spencer Johnson, CEO and founder of RIFE and CEO and executive producer of Skyrocket Productions LLC.Johnson, a Baltimore native, is a board certified psychiatrist practicing in Maryland and D.C. He developed an interest in filmmaking when he was five years old. “When I tell people that I’m a doctor and a filmmaker, it generates conversation,” Johnson said. “They’re amazed because doctors are not usually seen as terribly creative people. Doctors are kind of pigeonholed.”Filmmaking and psychiatry, according to Johnson, are not as different as most people would think. “It’s all about people edification,” Johnson said. “Film and psychiatry are both about helping people feel comfortable in their own skin and bringing the best out of them.”Anthony Greene, producer at Skyrocket Productions LLC.Johnson founded Skyrocket Productions LLC, a Black-owned independent film and television production and distribution company, with two other film enthusiasts after the start of his psychiatry career. “My artistic passion is the making of movies and having this film festival,” Johnson said. “My ministry, the reason why God put me here, is for psychiatry.”This year the “People’s Film Festival,” will feature even more independently-produced local films than in previous years in addition to domestic and international independent films, according to an event press release. “We are advocating the uplifting and notoriety of our area’s filmmakers as well as maintaining a great program selection for fans of films around the country and the world,” said Anthony Greene, producer at Skyrocket Productions and for the film festival.Greene, a native-Washingtonian, said he is excited to show even more local films during this year’s festival. “The audience can expect great films that span many genres and opportunities to meet and appreciate the creators behind the content,” he said.Greene has been working in the film industry for seven years and said he always had a deep love and respect for cinema, in particular foreign, independent, and art house films. “I’m most passionate about the connection between the audience and the storytelling,” Greene said. “There’s a special magic present in the experience of escaping into someone else’s thoughts and ideas. Film has a definitive power that can bring all kinds of people, cultures, and ideals together.”For more information or to purchase tickets for the festival, visit http://www.reelindependentfilm.com/.

Residents admit that Fabricio Alvarado was rarely mentioned when the 2017-2018 campaign began, but the court ruling changed all that.Following the ruling, the candidate put himself on the political map with speeches about values, family and the principles, with proposals such as “eliminating gender ideology,” overturning the executive decree that regulates in vitro fertilization (IVF) in the country, and removing Costa Rica from the Inter-American Convention of Human Rights.Unlike preacher Pedro Cubero (see Part I), the majority of pastors we interviewed in Pocora, Matina and Carrandí denied promoting Alvarado in their congregations, and all of them added that the candidate didn’t visit their communities.Nevertheless, the pastor and elementary teacher Ana Yaney Mora said that she did urge her hundreds of congregants in Pocora to “assess the principles and values” of the candidates to decide whom to support. The clerics indicated there was a “click” that their congregants made on their own, guided by the principles that Alvarado promises to uphold. The candidate’s emphasis on traditional values helped him stand out from the pack, according to María José Cascante, deputy director of the University of Costa Rica’s Center for Research and Political Studies (UCR-CIEP).“The key to this election has been finding a topic that polarizes. When it comes to fiscal issues, the differences can be difficult for citizens to notice, but aligning our values is simple,” Cascante said.Post-electoral research from CIEP indicated that most people who supported the PRN in February said their priority was “defending traditional values.”In the locations we studied in Limón, being against abortion or same-sex marriage are the touchstones that Alvarado’s supporters mention most when explaining what they mean by principles and family values.“The Christian principle,” responded María del Carmen Vallejo, who live in Carrandí. She’s Nicaraguan, but counseled her daughter, a Costa Rican citizen, on how she should vote. So, what is “the Christian principle”?“What our parents accustomed us to. That with God made man and women,” responded Vallejo.“We support him because he has the mind of Christ,” said the Pastor Thomas. Facebook Comments On Feb. 4, 2018, Fabricio Alvarado – a presidential candidate who just weeks before was at only three percent in some polls – capped off his upward surge by winning the first round of voting in Costa Rica’s national elections. In no community did he receive a higher percentage of votes than in Pocora, Guácimo, in the province of Limón.The Tico Times is pleased to translate David Bolaños’ in-depth feature, originally published by Radioemisoras UCR and the weekly Semanario Universidad examining the factors that led to Alvarado’s massive support in Pocora. Part II of IV. Read Part I here.In addition to its support for Fabricio Alvarado’s National Restoration Party (PRN), Limón showed the second-lowest voter turnout in the country on Feb. 4. Only in Guanacaste did fewer people head to the polls. In Pocora, only six out of ten people voted.According to the inhabitants of Pocora, Carrandí and Matina, the campaign ranged from political disillusionment and hope for change. Those three settlements are home to more than 27,000 people, according to the National Statistics and Census Institute (INEC). These are districts surrounded by pineapple or banana plantations, where the roar of trucks passing by on the freeway never ceases.Almost half of the homes in Pocora and 57 percent of the homes in Matina experience multidimensional poverty. A report carried out by investigators from the University of Costa Rica (UCR) Economical Sciences Research Institute established these percentages based on the 2011 census. This compares to a multidimensional poverty rate of just 18.8 percent on a national scale, according to the 2017 National Homes Survey (ENAHO).The UCR study indicates that the most extended scarcities in area homes are lack of human capital and of Internet access. In this context of disillusionment and the desire for change, the missing piece was a candidate to channel those feelings. That opportunity showed its face on Jan. 9, when the Inter-American Human Rights Court issued its ruling on gender identity and non-discrimination for same-sex couples in its member countries, including Costa Rica.
John Molinaro Source = e-Travel Blackboard: D.M Uniworld Boutique River Cruise Collection has embraced social media with the launch of a dedicated Australian Facebook page, hoping to entice future business and giving local agents easy access to up-to-date, country specific information in a bid to leverage business from competitors. To coincide with the launch, Uniworld Australia are asking fans to ‘Like’ the new Facebook page to win a Parisian Winter Cruise. The competition, open to domestic travel agents, is also expected to help increase sales through connections between agents and past, prospective clients. Speaking at the launch of Uniworld’s 2012 Europe and Russia brochure, General Manager Australia, John Molinaro said agents who received the brochure last week would immediately be able to spot the high-end quality of the product, which now incorporates all gratuities, a commissionable bonus for agents. “The way we have positioned the brand, you know it’s a five star product that’s different,” Mr Molinaro said. Two new itineraries connected to Floriade have been incorporated into the 176 page brochure, taking the total to 32 itineraries ranging from 8 to 32 days. A new “Choice is Yours” programme offers seasoned travellers the option of alternate shore excursions off the beaten track, while the new “Go Active” or “Gentle Walking” programmes caters to each person’s touring style preference. Mr Molinaro stressed how Uniworld’s unique quality and service due to their association to Red Carnation Hotels was still a fundamental aspect when educating consumers and agents alike. Off the cuff of their $100 million investment to the fleet in 2010-11, Uniworld’s last three ships to undergo refurbishments are expected to be completed in time for new itineraries and possible destinations in 2012-13. “The ships speak to our relationship with Red Carnation, which will allow passengers to see the common threads between the brands with service being the key,” Mr Molinaro said. “We have to provide what the consumer wants, and we feel they need to understand how beautiful and opulent the ships are.” Forecasting for more inter-generational travel in upcoming seasons, Mr Molinaro said it has already resulted in a change of demographics on board, producing a renewed image and perception of boutique river cruising versus ocean liners. “It’s a brand building exercise, and we have come an enormous way in Australia in the past 3 years,” he said. According to Mr Molinaro, Australia remains as a key driver for Uniworld as one of their top five markets globally, resulting in increasing investment to sustain growth with full-time sales managers now appointed in each State. “There is so much noise in the market place in this segment that we need to educate the trade on our product so they understand the difference,” Mr Molinaro said. “The fundamental message we send to them is to book clients in early due to our limited capacity on board.”To join Uniworld on Facebook visit www.facebook.com/uniworldcruisesaustralia and click ‘Like’. A woman has been fined €800 after being found guilty of spreading racist and xenophobic material online for describing a couple as ‘idiots’ on Facebook for adopting children from Asia, it emerged on Wednesday. This is the first time someone in Cyprus has been found guilty for making racist comments online. The woman was taken to court for the comments she had made in October 2016 on Facebook under the photo another user had posted of his young daughter. She said: “Your wife doesn’t seem to be Cypriot or even European… More like Asian… this explains a lot…”Facebook screengrab of the comments (Kisa)The man replied that she was being silly and that their children were adopted. The woman then replied: “And you are sillier than me for adopting children from Asia… Idiots.”The probe into the incident was launched when a member of the public sent children’s rights commissioner, Leda Koursoumba, screengrabs of the discussion in question. Koursoumba then reported the case to the attorney-general and the police chief arguing that it seemed that there were violations of the law on combatting racism and xenophobia.Since the incident concerned a child, Koursoumba had asked the police and the attorney-general to keep her informed. The case was brought to court last month when the woman in question reportedly pleaded guilty to the charge of disseminating and making available racist and xenophobic material online, which promotes racial discrimination hatred or violence. She was sentenced by the Nicosia district court this week and slapped with an €800 fine. The court, according to media reports, stated that such incidents are very common and often go unpunished as no reports are filed in courts. It also said that there is a problem with racism in Cyprus which ought to be dealt with. The father of the girl expressed satisfaction over the outcome of the trial.“There was a sentence, the institutions worked. I stick to this,” the man said on his Facebook profile. He also said that the type of sentence was not important to him, only that there was a successful outcome. The law on offences involving the dissemination of racist and xenophobic material online provides for imprisonment of up to five years, a fine of up to €20,000 or both.
